Jim Unroe 431526ce59 Fix RB28/RB628 tone and DTCS index mapping 
Preserve the ordering of chirp_common.TONES and DTCS_CODES when
building the PMR lists. Using set operations changed the positional
mapping, causing tones and DTCS codes read from the radio image to
be decoded incorrectly.
